Authority approvals & compliance

Authority approvals in Dubai, handled by the contractor who builds.

Developer NOCs in the right drawing format, Dubai Municipality, Trakhees and free-zone permits, Civil Defence, DEWA, food control and clinic design review — for homes and commercial units, carried from submission to completion certificate by a registered contractor rather than a consultant who leaves at permit.

In Dubai, the authority depends on whose land you are standing on.

A villa in Arabian Ranches and a villa in Al Furjan look like the same job. They are not. The first is Emaar land under Dubai Municipality; the second is Nakheel land under Trakhees, with its own drawing standard, its own fees and its own register of contractors who are allowed to work there. An office in JLT answers to DMCC; the same office in Media City answers to the Dubai Development Authority. Submit the wrong format to the wrong body and the application comes back, usually after the time it would have taken to approve the right one.

We are registered with Emaar, Nakheel, Meraas, Dubai Holding, Nshama and DAMAC and submit to Dubai Municipality, Trakhees, DDA, DMCC and Civil Defence routinely, because we build in all of them. Approvals are part of our scope on every project, and available on their own when you have another contractor or a design that needs taking through. The difference between us and an approvals consultant is that we also have to build what is approved, so the drawings are prepared to pass and to construct, not just to pass.

Who approves what

The bodies a Dubai interior has to satisfy.

Rarely just one. A typical project passes through three or four of these, in sequence, each with its own drawing set.

Developer NOC for a villa renovation in an Emaar community, Dubai

Developer NOCs

Emaar, Nakheel, Meraas, Dubai Holding, Nshama and DAMAC, each in the drawing format that community requires.

Dubai Municipality building permit for a villa in Dubai Hills Estate

Dubai Municipality

Mainland building permits for structural, facade, MEP and wet-area work, in DM format with DM-registered stamping.

Trakhees modification permit for a villa renovation in Al Furjan, Dubai

Trakhees

Nakheel and PCFC land: Al Furjan, Palm Jumeirah, JVC, Jumeirah Islands, Discovery Gardens, on its own drawing standard.

DMCC fit-out permit for a wellness centre in JLT, Dubai

Free zones — DDA, DMCC, JAFZA, DSO

TECOM clusters, JLT, Jebel Ali and Silicon Oasis each issue their own fit-out permit and completion certificate.

Dubai Civil Defence approval for an office fit out in Al Quoz

Dubai Civil Defence

Fire and life-safety drawings, approval and the completion certificate without which a commercial unit cannot open.

DEWA approval for a relocated kitchen and new distribution board in a Dubai villa

DEWA & utilities

Load increases, new distribution boards and relocated wet areas, programmed early so they do not block handover.

Dubai Municipality food control approval for a restaurant kitchen in JVC

Food control

Dubai Municipality review of the kitchen layout, finishes, hand-wash and extraction before the food licence is issued.

Health authority design review for a dental clinic fit out in Jumeirah, Dubai

Clinic design review

Health-authority review of the room schedule, sterilisation flow and finishes before a clinic can be licensed.

Owners association NOC and tower fit-out permit for an apartment renovation in Dubai

Building management & owners associations

Tower NOCs, fit-out deposits, service-lift bookings, working hours and the contractor insurances they require.

Mall landlord design review for a retail unit in Dubai

Mall & landlord design review

Staged concept, detailed and technical submissions against the fit-out guide before the mall issues a permit.

Abu Dhabi Municipality and master developer approvals for a residence in Abu Dhabi

Abu Dhabi & Sharjah

Abu Dhabi Municipality, the master developer and Estidama in Abu Dhabi; Sharjah Municipality in Sharjah.

Completion certificates and as-built drawings at fit out close-out in Dubai

Completion & close-out

Inspections, as-builts and the certificates needed to occupy, trade, connect services and recover the deposit.

The route

Four layers, in order.

They stack. Skipping one, or submitting to the wrong one, is why most Dubai fit-outs lose their first weeks.

Ask which route applies
01

Identify the jurisdiction

Who owns the land decides who approves the work. Mainland goes to Dubai Municipality. Nakheel and PCFC land goes to Trakhees. TECOM, Internet City, Media City and d3 go to the Dubai Development Authority. JLT goes to DMCC, Jebel Ali to JAFZA, Silicon Oasis to DSO. Each has its own drawing format, stamping and contractor register, and a contractor approved by one is not automatically accepted by another. We confirm this at survey, before a line is drawn.

02

Secure the consents above you

A tenant needs the landlord’s written consent. An apartment needs the owners association or building management NOC, with its deposit, insurance and working-hours conditions. A mall unit passes a staged design review against the fit-out guide. A villa in a master-planned community needs the developer NOC — and Emaar wants it in DM format while Nakheel wants Trakhees format. Wrong format is the most common reason an NOC comes back.

03

Submit to the authority and Civil Defence

Structural, facade, MEP and wet-area work needs a permit from the governing authority. Anything touching sprinklers, detection, emergency lighting or escape routes goes to Dubai Civil Defence on its own set, and a commercial unit cannot open without its completion certificate. Sector layers run alongside: food control for F&B, health-authority design review for clinics, DEWA for load and wet-area changes. We run these in parallel wherever the authority allows.

04

Close out

Inspections by the authority and Civil Defence, DEWA connection, as-built drawings and the completion certificates. For a tower apartment this is what returns the fit-out deposit; for a commercial unit it is what lets you trade; for a clinic it is what the licence depends on. An approvals consultant typically leaves at permit. We are still on site, so close-out is ours too.

Scope & programme

What drives the approvals programme.

We cannot shorten an authority’s review. We can make sure the application goes in once, in the right format, to the right body, with everything it will ask for.

Number of layers

A paint-and-floor refurbishment may stop at the developer NOC. A relocated kitchen adds the authority permit and DEWA. A restaurant adds food control and Civil Defence. Each layer is a submission and a wait.

Drawing format

DM, Trakhees and each free zone have their own standards for sheets, stamps and the registered professional who signs. A set prepared for one is redrawn for another; we prepare the right one first time.

Contractor registration

Trakhees, the free zones and many developers only accept contractors on their register. A contractor who is not on it cannot be made to be quickly. We are already on the ones that matter.

Structure and facade

Touching either brings a structural engineer’s drawings, a full permit route and often a developer design review. Some communities prohibit facade changes outright, which we tell you before you design around one.

Parallel versus sequential

Some bodies accept simultaneous submissions; some insist on the one above being approved first. We run in parallel wherever the rules allow and put joinery into production during the wait.

Completeness of the application

Most delay is an incomplete or wrongly formatted set going round twice. Title deed, tenancy contract, trade licence, insurances, drawings and the right fee paid to the right account: we check the list before submission.

Tell us the community or the building.

With the address and a line on the scope, we can tell you which authority governs it, which consents sit above it and what each will ask for. If you already have a design or a contractor, we can take the approvals on their own.

Common questions

Fit-out and renovation approvals in Dubai, answered.

Jurisdictions, NOCs, Civil Defence and what happens if you skip them. If yours is not here, call +971 50 448 3095.

Do I need approval for interior work in Dubai?

Almost always, at some level. Master-planned communities require a developer NOC before any work; towers require a building management NOC; malls require a design review. Structural, facade, MEP and wet-area changes then need a permit from Dubai Municipality, Trakhees or the free-zone authority, and any change to fire systems goes to Civil Defence. A refurbishment that keeps the layout and services usually stops at the NOC stage. We confirm the route at survey.

What is the difference between Dubai Municipality and Trakhees?

Jurisdiction. Dubai Municipality governs mainland land, including Emaar, Dubai Holding, Nshama and DAMAC communities. Trakhees, part of the Ports, Customs and Free Zone Corporation, governs Nakheel and PCFC land: Al Furjan, Palm Jumeirah, JVC, Jumeirah Islands, Discovery Gardens, Jebel Ali and others. Trakhees has its own drawing standard, its own fees and its own register of approved contractors; DM registration is not accepted there. Submitting DM-format drawings for a Nakheel villa is the single most common reason an application is returned.

Which free zones have their own fit-out authority?

The Dubai Development Authority covers TECOM clusters including Internet City, Media City, Knowledge Park and Dubai Design District. DMCC covers JLT. JAFZA covers Jebel Ali Free Zone. Dubai Silicon Oasis has its own authority. DIFC has its own. Each issues a fit-out permit and a completion certificate, requires Civil Defence approval alongside, and keeps its own list of accepted contractors.

Why do developer NOCs get rejected?

Usually the drawing format. Emaar communities want Dubai Municipality format; Nakheel communities want Trakhees format and a Trakhees-registered contractor. After that: an incomplete set, a scope the community prohibits such as a facade change, missing contractor insurances, or the fee paid to the wrong account. We are registered with all six major developers and prepare each submission for the body that community actually uses.

When does Civil Defence get involved?

Whenever the fire and life-safety systems are touched: sprinkler heads moved under a new ceiling, detection, emergency lighting, exit signage, escape routes, kitchen suppression. That covers almost every commercial fit-out and many residential ones. Civil Defence approval is on its own drawing set, and the completion certificate at the end is what lets a commercial unit open. We draw the fire strategy into the design from the start rather than retrofitting it.

What happens if work is done without approval?

The community or building can stop the work, fine the owner and require it to be reinstated; the authority can refuse a completion certificate; a commercial unit cannot trade; and an unapproved alteration surfaces at resale or when an insurer declines a claim. Retrospective approval is possible in some cases and is always slower and more expensive than doing it first.

Can you handle approvals if I have my own contractor or designer?

Yes. We take the drawings through the developer, authority and Civil Defence on their own, and will tell you if something in the design will not pass or will not build as drawn. Where the jurisdiction requires a registered contractor and yours is not on the list, we can discuss delivering the works as well.

How do approvals differ in Abu Dhabi and Sharjah?

Abu Dhabi runs through Abu Dhabi Municipality and the master developer, with Estidama considerations on larger scopes and ADDC for utilities. Sharjah runs through Sharjah Municipality. The Abu Dhabi page sets out that route in detail, and the Platform Health Club in Sharjah went through Sharjah’s authorities.

Do you handle DEWA?

Yes. New distribution boards, load increases, relocated kitchens and bathrooms and new connections all need DEWA, and it is the approval most often left until it blocks handover. We programme it early, alongside the authority permit. See MEP works.
